XCode is developed by Apple and provided to developers to use it for making software of various operating systems at Apple. Windows based developers cannot use xCode to sideload iOS apps unless they install virtual machines on their windows machine. They can run xCode on their virtual machines to install .ipa files. Or, they can install Cydia Impactor and use it to sideload iOS apps from any platform they have. Cydia Impactor is compatible with different operating systems such as MacOS, Windows, Linux (32/64 bit).
